Victor Parker

Victor Parker serves as the Deputy Associate Administrator for the Office of Field Operations.  In this role, Mr. Parker provides policy guidance and oversight to the nearly 900 employees within SBA’s 10 Regional Offices and 68 District Offices in implementing SBA goals and objectives. He is responsible for solving problems in specific operational areas, establishing and monitoring performance goals for the districts, serving as a liaison and expediting issues for the regions and districts in dealing with headquarters and organizing reviews of field offices.  

Mr. Parker joined the SBA in 2011 in the Senior Executive Services as District Director of the Los Angeles District Office, where he directed and managed all SBA programs and activities assigned to the district. He also held leadership positions such as Acting Deputy Associate Administrator in the Office of International Trade and Acting Deputy Associate Administrator in the Office of Field Operation before being selected for the position permanently.

Prior to joining SBA, he served in leadership and corporate executive roles in the private sector. His scope of responsibility included regulatory affairs, business development, and international distribution.

In addition to Victor’s broad management and leadership experience in the private sector, he is actively engaged in serving several civic, nonprofit and community-based organizations.

In addition to his experience, he earned a Bachelors Degree from the University of California at Berkeley and a Juris Doctorate from Pepperdine University School of Law.
