Quik-Solv Cleaning Service
BISMARCK, ND – Troy Ybarra’s mother started Quik-Solv Cleaning Service in 1995. Troy occasionally helped her clean and in 1998, he joined the business. In 2007 Troy bought is mother’s share and incorporated the business as Quik-Solv Cleaning Service, Inc. in 2015.
When Troy was new in the business he worked with the Bismarck SCORE Chapter. “Working with SCORE was excellent,” says Troy. “I gleaned expertise on accounting and tax knowledge. My experience is that SCORE members are very approachable and down to earth and I really like their flexible schedules.”
Quik-Solv held the Federal Aviation Administration (FAA) janitorial contract at the Bismarck Airport for many years. In 2017 Troy learned that the FAA was planning on moving the contract into the 8(a) program. Without 8(a) certification, he would lose the contract.
The SBA’s 8(a) Business Development program is for small businesses owned by socially and economically disadvantaged individuals. Over the course of nine years, they receive training and assistance to compete for federal and private sector contracts.
Troy contacted Dave Kleppe at the ND Procurement Technical Assistance Center (ND PTAC), and Sherri Komrosky at the Small Business Administration (SBA). Together they helped Tory submit an 8(a) application that was approved.
Knowing that Troy could lose the FAA contract, the SBA’s ND District Office searched for other opportunities for Quik-Solv. A U.S. Department of Energy, Western Area Power Association (WAPA) contract for janitorial services at their office and warehouse space in Bismarck was found.
Troy again worked with the ND PTAC to make sure he understood the Service Contract Act wage requirements. He also worked with the ND Small Business Development Center (ND SBDC) to make sure his accounting categories aligned with federal contract payment lines.
Quik-Solv was awarded the WAPA contract through the SBA's 8(a) program. The FAA contract for janitorial services at the Bismarck Airport was ultimately awarded to a Texas 8(a) firm. However, that firm is now subcontracting to Quik-Solv, so Troy is still performing the services.
These contracts helped Quik-Solv buy much needed new cleaning equipment and hire two more employees.
Update 2022:
Troy’s expertise in government contracting has increased. He won a competitive bid to provide janitorial services at the National Oceanic and Atmospheric Administration offices in Bismarck. With this additional growth, Quik-Solv has been able to add carpet cleaning to its services.
