Ms. McLeod serves as the Assistant Administrator for the Office of Hearings and Appeals. In this role, she is the Chief Hearing Officer leading OHA as the independent office of the SBA that provides quasi-judicial adjudication of SBA program decision appeals including NAICS appeals, CVE protests, 8(a) designations and other proceedings.
Ms. McLeod joins SBA from the Department of Veterans Affairs, where she served for 13 years in several key positions. She served as the Deputy Executive Director of VA’s Office of Small and Disadvantaged Business Utilization; Deputy Vice Chairman for the Board of Veterans Appeals, where she managed the Board’s goal of conducting 20,000 hearings; Executive Director of VA’s Office of Labor Management Relations, where she led the Department’s national labor relations policy and negotiations with five national labor unions jointly representing 290,000 VA employees; and Senior Attorney with VA’s Office of General Counsel.
Ms. McLeod also spent several years in private practice and with a non-profit organization. Ms. McLeod holds a Bachelor of Arts degree from Howard University and a Juris Doctor from University of Maryland Francis King Carey School of Law.
