2024 Size Standards Methodology White Paper

The SBA's revised Size Standards Methodology White Paper, issued on September 12, 2024, explains how it establishes, reviews, or modifies its small business size standards.  In conjunction with the rolling 5-year reviews of size standards under the Small Business Jobs Act of 2010 (Jobs Act), SBA revises its size standards methodology and accepts comments from the public.  SBA published a notification in the December 11, 2023, edition of the Federal Register seeking comments to proposed revisions to the methodology (88 FR 85852). SBA thoroughly considered all public comments in finalizing the revised methodology, as discussed in the September 12, 2024, notification in the Federal Register (89 FR 74109).  The revised the size standards methodology will be applied to the forthcoming third 5-year review of size standards under the Jobs Act.
