Updated 7(a) Loan Program Forms 1919 and 1920

The U.S. Small Business Administration (SBA) is announcing the update and release of SBA Form 1919, Borrower Information Form, SBA Form 1920, Lender’s Application for Loan Guaranty, and SBA Form 1971, Religious Eligibility Worksheet, all of which are used for all 7(a) programs. In addition, SBA is announcing the update and release of SBA Form 2449, Community Advantage Addendum (7(a) Pilot Program), which is an appendix to SBA Form 1919 for Community Advantage Pilot Program applicants. Finally, SBA is announcing that the information collected on SBA Form 2237, 7(A) Loan Post Approval Action Checklist will only be collected electronically, not in paper form.
SBA Form 1919, Borrower Information Form
SBA Form 1919, Borrower Information Form, collects information about the Small Business Applicant(s) and its Principal(s).
The form is completed by the Small Business Applicant(s) and its Associates(s)/Principal(s)/Key Personnel for submission to an SBA Lender. The form is primarily comprised of questions that help determine whether the request meets basic eligibility requirements.
To enhance user experience, the updated form incorporates the following changes:
1. a separate Instruction and Definition cover page;
2. the division of the form into Section 1 to be completed by the Applicant or co-Applicant, and Section 2 to be completed by Associates and principals of the Applicant; and
3. general updates to align the form with current SOP 50 10 requirements.
SBA Form 1920, Lender’s Application for Loan Guaranty
To enhance Lender experience, the updated form incorporates the following changes:
1. modified the general format to be visually practical and provide clarity;
2. a Sources and Uses table with details on total project costs;
3. grouped together questions associated with the same SBA Loan Program Requirement;
4. added alternate contact information, pricing (split pricing and rate changes), requirements for 7(a) Small Loan processing, and confirmation the SBA Lender received and reconciled applicable tax return transcripts; and
5. removed questions relating to business valuations and construction that were not pertinent to determining eligibility.
SBA Form 1971, Religious Eligibility Worksheet
SBA Form 1971 is an OMB approved form and any future submission of this form must display the OMB control number.
SBA Form 2449, Community Advantage Addendum
The name of the form was changed from “Addendum for Community Advantage Applicants Only” to “Community Advantage Addendum (7(a) Pilot Program)”. The purpose of this form was clarified to include any management or technical assistance training or counseling a business applicant may have received. Patriot Express was replaced with SBA Veterans Advantage and Promise Zone was added.
SBA Form 2237, 7(a) Loan Post Approval Checklist
The information collected by this form will now be submitted to SBA electronically through ETran or SBA One. Submission of the paper form will no longer be required.
SBA Forms are available on SBA’s website at www.sba.gov which is accessible directly by both potential applicants and lenders.
Notification and Questions
SBA field offices must notify Lenders about the updates to the forms. Questions concerning this Notice should be directed to the Lender Relations Specialist in the local SBA field office. The local SBA field office may be found at www.sba.gov/about-offices-list/2.
