Southeast C&I Electric Co., Inc. was founded in 1984 by husband and wife team Marvin Lowrance and Virginia Parker. Marvin who had extensive electrical training in the military and Virginia who sought to go into business for herself combined their forces and created Southeast C&I Electric Co., Inc.
Southeast C&I Electric Co., Inc. is a service disabled veteran-owned and operated company. Virginia Parker and Marvin Lowrance established Southeast C&I Electric Co., Inc. in 1984 as a sole proprietorship. Southeast C&I Electric Co., Inc. was incorporated in 1991. The State of California certified Southeast C&I Electric as a Minority Contractor in 1986. The Department of General Services certified Southeast C& I Electric as a Service Disabled Veteran Owned Business in 2008. Southeast C&I Electric was 8(a) certified by the Small Business Administration in 2009.

Lowrance is an avid believer in “each one teach one.” He frequently hires recent graduates from apprenticeship programs, allowing them the opportunity to obtain the experience they need to further their careers. Lowrance has become a father figure to many of the young people he hires, many of whom grew up in fatherless households.
“The VEDC Women’s Business Center helped us to obtain a loan that enabled us to get a contract with the Los Angeles Air Force Base. This in turn helped us to retain our employees. The LA AFB contract led to a contract with the Army Corps of Engineers,” said Lowrance.
Naturally, like all businesses, there have been challenges faced by Lowrance such as finding reliable strategic partnerships and substantial working capital to obtain larger government contracts. However, with his loyal and experienced team he has managed to thrive.
