SBA Maps Directions for Disadvantaged Businesses Seeking Department of Transportation Contracts

WESTERN Pa. – Minority and women-owned small businesses interested in bidding on U.S. Department of Transportation (DOT) contracts can learn more about Pennsylvania’s Unified Certification Program (UCP) by participating in the U.S. Small Business Administration (SBA)’s chat, March 26.

The free, online discussion, featuring an expert panel, begins at 11:00 a.m.

SBA Pittsburgh District Director Dr. Kelly Hunt believes the chat can help all area disadvantaged businesses. “Becoming UCP certified enables growth through specific contracting and sub-contracting opportunities,” she said. “We’ll also address applying for certification in other states.

Ruth Byrd-Smith, director, Allegheny County Department of Minority, Women and Disadvantaged Business Enterprise, maps out how minority and women-owned small business owners can be certified as a Disadvantaged Business Enterprise, to bid on DOT contracts in Pennsylvania and, then, throughout the country.

“A certification is not necessary to bid work, although it is a good marketing tool.  And certified small business owners then can pursue contracts on federal roads, buses, rails, bridges and at airports,” Byrd-Smith explained. “And think of the opportunities: roadway signage; concrete bridges; and airport concessions.”

Additional participants include: David Pinkosky from SBA’s Western Pennsylvania District Office; Jose Otero, JARI; and Donna Hottel, North Central PTAC procurement assistance director.  SBA’s Janet Heyl serves as the chat moderator.
