Kelvin Moore serves as the Chief Information Security Officer (CISO) for the Office of Chief Information Officer (OCIO). In this role, Mr. Moore provides oversight of information security policy and interagency strategic collaboration security matters relating to protecting SBA information assets. The CISO provides expert advice to SBA program offices to develop, promote, and maintain IT security and privacy measures to adequately and cost-effectively protect sensitive information to meet SBA's current and future business needs. The CISO ensures that IT security and privacy policies, principles, standards, and guidelines are implemented appropriately throughout SBA, overseeing their use, and coordinating the implementation of IT security and privacy requirements into the SBA IT enterprise architecture.
Mr. Moore has served the mission of SBA since 2021. Leveraging his extensive IT knowledge and experience managing information technology programs, multimillion-dollar budgets, and nationwide staff and contractors, he has been instrumental to OCIO operations. As a chief subject matter expert in OCIO, he was key in the development, promotion, and support for information technology security and privacy advancement at the agency.
Prior to joining SBA, Mr. Moore served in several high-level IT roles in multiple organizations. In July 2002, Mr. Moore transitioned from the armed forces and was hired as the IT Director for the Suffolk County District Attorney, New York. He managed and executed a multi-million-dollar operating budget and facilitated the procurement of new surveillance technologies. Mr. Moore worked many joint ventures with State and Federal Law Enforcement Agencies supporting counter-intelligence activities. From July 2005 through July 2011, in several senior leadership positions, Mr. Moore managed diverse teams of personnel in support of National Security Initiatives with the following agencies: U.S. Department of State, Federal Bureau of Investigation, The Central Intelligence Agency, and the Defense Intelligence Agency. In August 2011, Mr. Moore joined The Joint Interoperability Command, Defense Information Systems Agency, Fort Meade, Maryland. In this role, he managed the only IT Major Range Test Facility Base (MRTFB) within the Department of Defense, providing Platform, Infrastructure, Network, and Security as a Service to organizations globally that directly support The President of the United States, The Secretary of Defense, The Joint Chiefs of Staff, Combatant Commanders, and other mission partners across the full spectrum of the Research and Development and Test and Evaluation community. In 2015, Mr. Moore transitioned back to the U.S. Department of State as the Division Chief, Authorizing Official Designated Representatives. He was responsible for ensuring the Confidentiality, Integrity, and Availability of more than 450 IT platforms around the world at various U.S. Embassies and Consulates. In 2016, Mr. Moore was selected as the Chief Information Officer and the Cybersecurity Director for the Aberdeen Test Center, Aberdeen Proving Grounds, MD. He was responsible for Enterprise IT and Developmental Testing IT infrastructure in support of DoD and external customers including Government and non-Government organizations, domestic, and foreign. In 2018, Mr. Moore was selected as the Deputy Director, National Cyber Range Complex – Charleston, SC. He was responsible for providing virtualized, high-fidelity representations of cyber-contested environments in support of the DoD Enterprise and the Intelligence Community.
Mr. Moore received his post high school education through Campbell University, North Carolina, and SUNY Empire State College, New York. He is Certified in Governance of Enterprise Information Technology (CGEIT); a Certified Information Security Manager (CISM); a Certified Information System Security Professional (CISSP); Certified in Risk and Information Systems Control (CRISC), a Certified Information Systems Auditor, a Certified in Information Technology Infrastructure Library (ITILv3), and a Certified Data Centre Professional (CDCP). He also holds his Defense Acquisition University, Information Technology Level III Certification in Major IT Acquisition.
