As a member of the AARP National Employer Team, The Small Business Administration’s Office of Disaster Assistance (SBA/ODA) maintains a Human Capital Focus – A Coherent framework of human capital policies, programs, and practices designed to achieve a shared vision integrated into SBA’s Strategic Plan. Several systems have been initiated to ensure a diverse workforce and organizational culture that shares the mission and vision of “Helping Rebuild Businesses, Homes and Families One Disaster Victim at a Time.”
Talent Management
In order to meet current and future mission requirements, ODA supports a system that addresses competency gaps, particularly in mission critical occupations, by implementing and maintaining programs to attract, acquire, promote, and retain quality talent.
Through relationships with outside organizations like AARP, we have built a network of on-going recruitment sources. Some partnerships are being established with professional organizational, colleges and universities to foster a learning environment that promotes continuous professional development and learning.
Retirees: Knowledge leads to creativity and innovation. Retirees from the military, federal or private sector firms have obtained skills and experience which would greatly enhance ODA’s commitment to economic recovery through restoration. By assisting ODA in delivering disaster assistance to needy families, businesses, and individuals, a retiree can make a difference while serving the public.
Career Alternatives: If you’re currently working part-time or have summers off, like many educational professionals, you may want to become involved by teaming up with ODA to assist in the recovery efforts related to this phenomenal national disaster assistance program.
Student Internships: Entry level positions that further enhance the learning experience while offering hands-on experience and real-life experience. These opportunities are also open to mature students who may be continuing/furthering their education or seeking a career change.

ODA supports a system that promotes a diverse, high performing workforce by implementing and maintaining effective performance management and rewards programs.
Performance-Based Cash Awards: Awarded to those employees who are instrumental in helping the agency achieve our annual performance goals.
Special Act Awards: Are based on performance substantially beyond expectations on a specific assignment or job function. Justifications for this award will be separate from the employee's current rating of record.
Time-Off Awards: Are awards granted to an employee who goes beyond the call of duty to ensure that the day-to-day operations of their department or division are maintained even in times of uncertainty.
