David Brown

David Brown serves as the Director of Policy and Planning in SBA's Office of the Administrator. In this role, he provides direction and oversight on policy development and decision-making, including on Agency rulemaking, legislation, budgeting, and interagency initiatives. Prior to this role, David served as the Deputy Associate Administrator in the Office of Congressional and Legislative Affairs, Director of Policy in the Office of the Administrator, and Acting Chief of Staff.

Prior to joining SBA, David served as Economic Advisor to U.S. Senator Chris Coons (DE), as Deputy Director of the Economic Program at the think tank Third Way, and as a middle and high school social studies teacher in Houston, TX. David holds an M.A. from the Johns Hopkins University School for Advanced International Studies and a B.A. from Rice University.
