Historically Underutilized Business Zone (HUBZone) -- The HUBZone Empowerment Contracting Program provides federal contracting opportunities for qualified small businesses located in distressed areas. Fostering the growth of these federal contractors as viable businesses, for the long term, helps to empower communities, create jobs, and attract private investment. It certifies firms for eligibility to receive HUBZone contracts and maintains a listing of qualified HUBZone small businesses federal agencies an use to locate prospective vendors.
International Trade -- SBA
Office of International Trade
works in cooperation with other federal agencies and public and private sector groups to encourage and assist small business exports. The office actively markets SBA's loan guaranty programs to small business exporters and lenders. The
U.S. Department of Commerce
has launched a website designed to be a one stop center for international trade information from specific market research on a particular country to "The Basic Guide To Exporting".
Minority Business Development Agency (MBDA) is part of the U.S. Department of Commerce and is charged with encouraging the creation and growth of minority-owned business. This website contains searchable databases of existing minority-owned businesses, new business opportunities, business resources, and MBDA office locations.
National Contract Management Association
Small Disadvantaged Business Certification and Eligibility (SDB) -- SBA certifies SDBs to make them eligible for special bidding benefits. Evaluation credits available to prime contractors boost subcontracting opportunities for SDBs.
The Special American Business Internship Training
(SABIT)
Program provides U.S. companies and organizations competitive grants to host professionals from Eurasia for 3-6 months. SABIT is committed to promoting Eurasian economic development by providing hands-on training to managers and scientists in U.S. business practices, while advancing market access through cross-border relationships and public-private partnerships. Applications will be accessible through registration on the Department of Commerce website.
Subcontracting Network (SUB-Net) is for prime contractors to post subcontracting opportunities. Small businesses can review this website to identify opportunities in their areas of expertise. While the website is designed primarily as a place for large businesses to post solicitations and notices, it can also be used by federal agencies, state, and local governments, non-profit organizations, colleges, and universities, and even small businesses for the same purpose.
Surety Bond
- By law, prime contractors to the federal government must post surety bonds on federal construction projects valued at $25,000 or more. Many state, county, city and private-sector projects require bonding as well. The SBA can guarantee bid, performance and payment bonds for contracts up to $1.25 million for small businesses that cannot obtain bonds through regular commercial channels. Bonds may be obtained in two ways: prior approval or contractors apply through a surety bonding agent. The guaranty goes to the surety and preferred sureties (preferred sureties are authorized by the SBA to issue, monitor and service bonds without prior SBA approval).
Technology Resources Network (Tech-Net) is an electronic gateway of technology information and resources for and about small high tech businesses. It is a search engine for researchers, scientists, state, federal, and local government officials, a marketing tool or small firms and a potential "link" to investment opportunities for investors and other sources of capital .
Trade Mission Online (TM Online) is a searchable database of U.S. small businesses that wish to export their products. It is also a search engine for foreign firms and U.S. businesses seeking a U.S. business partner or supplier, through such means as direct products sales, licensing or franchising agreements, and to assist the SBA in recruiting foreign trade missions and providing time-sensitive trade leads to registered companies. To be included in this database, a U.S. small business must first register its company and export information and receive a password for future re-entry to update their exporter profile.

- Utah Procurement Technical Assistance Center
Vendor Identification Program (VIP) assists small businesses by identifying government purchasers for the items they produce for large defense contractors. The program helps SBA to increase competition by adding qualified sources to bidder lists and creating prime contracting opportunities for small businesses.
