SBA is hosting a series of two virtual public forums on size standards to update the public on the status of the ongoing second 5-year comprehensive review of size standards as mandated by the Small Business Jobs Act of 2010.
We will consider public testimony on changes contained in the recently-published proposed rule titled Small Business Size Standards: Manufacturing and Industries With Employee-Based Size Standards in Other Sectors Except Wholesale Trade and Retail Trade. Testimony presented at these forums will become part of the administrative record for SBA's consideration when developing the final rule.
The forums will be held via the Microsoft Teams platform on the following dates:
- Tuesday, June 14, 2022, from 1:00 p.m. to 3:00 p.m. ET – Register for the Tuesday session
- Thursday, June 16, 2022, from 1:00 p.m. to 3:00 p.m. ET – Register for the Thursday session
Participants must pre-register using the links above to attend either of the events. When registering, you may indicate whether you would like to testify at the forum.
Registered participants will receive an email invitation with a link and call-in information to access the forum at the scheduled date and time.
Written testimony (in lieu of, or supplemental to oral comments) may be submitted to SBA by email to sizestandards@sba.gov on or before June 27, 2022. Comments may also be submitted on this proposed rule, at www.regulations.gov, using RIN number 3245-AH09, or submitted by mail to Khem R. Sharma, Chief, Office of Size Standards, 409 3rd Street SW, Mail Code 6530, Washington, D.C., 20416.
The forums will consist of a panel of SBA representatives who will preside over the session. SBA will attempt to accommodate all interested parties who wish to present testimony. Based on the number of registrants, though, it may be necessary to impose time limits to ensure that everyone who wishes to testify can do so.
SBA respectfully requests that commenters only raise issues pertaining to the North American Classification System (NAICS) industries covered under the proposed rule, or those that would be considered within the scope of the rule. SBA will analyze the testimony, both oral and written, along with any written comments received and will respond to all comments in the final rule. During the public forum, though, SBA officials will not provide comment on the testimony of speakers.
